An amendment was proposed to the EU Bill by James Clappison to try and give Parliament greater scrutiny and control in the event of a Minister deciding that no referendum was required when the EU expanded its power. If a Minister thinks that an expansion of EU power is not significant, under the proposal from Mr Clappison, the Minister must still seek the approval of both Houses of Parliament. The Government opposed this amendment.
