The purpose of the amendment is to apply the “purdah” arrangements that govern ministerial and official announcements, visits and publicity during general elections to the campaign period before the referendum. This is to prevent the state from using its resources to influence the outcome of the referendum. The pro-EU government prevented this fairness and neutrality from being established.
